I am writing to urge you to consider the European Parliament’s position on the Proposal for a Council Regulation establishing a Community control system for ensuring compliance with the rules of the Common Fisheries Policy, as voted on in the European Parliament plenary in Strasbourg today.
Article 47 of the report on recreational anglers has caused considerable controversy amongst the recreational and hobby angling communities across our member states. The compromise on this article, including an oral amendment to replace the wording of "shall" to "may" in Article 47 (1) and Article 47 (2), was agreed in Committee and was adopted by an overwhelming majority in plenary.
As you know, we have been reassured by the Commission, including in your written answer P-1364/09EN of 30th March 2009 that only certain recreational fisheries on stocks subject to multiannual recovery plans would be affected by the new Regulation. However, the impact of recreational fisheries on certain fish stocks is not uniform throughout the EU. Although recreational fishermen may pose a threat to multiannual recovery stocks in certain EU waters, the monitoring and evaluation of recreational anglers in all member states would place disproportionate burdens on member states where recreational anglers do not cause a significant impact on stocks and catch only a limited number of fish for personal consumption.
The European Parliament supported this position today by adopting the compromise text which leaves the evaluation of the impact recreational angling has on stocks and the development of a monitoring system at the discrepancy of the member state.
I would like to urge you to support the European Parliament’s position in the upcoming negotiations on this proposed Regulation.
